A bald eagle rendered in stars-and-stripes plumage dominates the center, its head turned in profile against a body of brown feathers, blue star-field, and red-and-white stripes; pink breast-like forms and black-and-white striped drapery flank it, with a small rocket-and-globe motif in the upper left, a cresting blue wave in the lower left, a gray high-rise structure in the lower right, and a dark silhouetted figure's profile at bottom center.
