"Meiji University at Surugadai" (Surugadai Meiji Daigaku) depicts the distinctive hilltop campus of Meiji University in the Surugadai district of Tokyo — one of the city's many academic institutions established in the Meiji period to serve Japan's educational modernization. Surugadai, with its gentle hill rising above the surrounding flat city, was a distinctive Tokyo landmark offering views of the surrounding districts. Okuyama's print of an urban institution extends his sosaku-hanga practice beyond landscape into the built environment of modern Tokyo.
